Journalists in State of Emergency – 47

Number of imprisoned journalists in Turkey reaches 155 following arrest of Die Welt reporter Deniz Yücel

28.02.2017

On Feb. 27, a Turkish court put German daily Die Welt’s Turkey correspondent Deniz Yücel under arrest on charges of “spreading propaganda for a terrorist organization” and “inciting the public to hatred and hostility.”

Yücel was taken to the Istanbul Courthouse to testify to prosecutors two weeks after his detention on Feb. 15.

In his testimony to prosecutors, Yücel was asked if he knew any of the journalists, who were detained in an investigation related to Energy Minister Berat Albayrak’s email account being hacked. He was also asked questions about an interview he conducted with Kurdistan Workers’ Party (PKK) commander Cemil Bayık in 2015; about his critical articles from the past few years and whether he had come into the possession of the hacked emails of Albayrak.

The journalist was arrested by the Istanbul 9th Criminal Judicature of Peace following his prosecutorial interrogation.

The court’s arrest ruling said Yücel was being arrested for “creating the impression that the PKK terror organization is a legitimate organization” in his 2015 interview with Bayık, for “inciting Turkish and Kurdish citizens to hatred and hostility” in an article published on Oct. 26, 2016, for criticizing President Recep Tayyip Erdoğan in an article dated Feb. 17, 2017, for expressing his doubts about the identity of the group that staged the July 15 coup attempt, and for “spreading propaganda of a terrorist organization and for inciting the public to hatred and hostility” in an article about Turkish security forces operations in the southeastern town of Cizre published on Dec. 12, 2016.

The Die Welt journalist was then taken in Metris Prison in İstanbul.

In a statement, Germany's Chancellor Angela Merkel criticised the arrest as "bitter and disappointing" and called it "disproportionate".

"The German government expects that the Turkish judiciary, in its treatment of the Yücel case, takes account of the high value of freedom of the press for every democratic society. We will continue to insist on a fair and legal treatment of Deniz Yücel and hope that he will soon regain his freedom," she said.

Yücel’s arrest brings the number of journalists in prison to 155. The full list can be viewed here.

Hürriyet investigated over army report

On Feb. 27, the Bakırköy Chief Prosecutor’s Office launched an investigation into a news report titled “The Military HQ is restless” published last weekend in Hürriyet. The newspaper’s Ankara Bureau Chief Hande Fırat was called to testify in the investigation, reports said.

The news report, which carried Fırat’s by-line, claimed that some groups inside the Turkish Armed Forces (TSK) were unnerved by criticism directed at Chief of General Staff Gen. Hulusi Akar and other issues. However, the headline chosen alludes to a headline used by the Cumhuriyet daily in 2003, which stated “Young officers are restless” for an article which was mostly viewed as making a veiled call for a military overthrow against the Justice and Development Party (AKP).

A large number of columnists attacked Fırat in the pro-government media after the publication of the report.

Fırat, previously the chief Ankara reporter for CNNTürk, had consistently refrained from criticizing the government, and was generally regarded as being in the good graces of the government, especially after President Recep Tayyip Erdoğan addressed the nation via FaceTime on her mobile phone live on television on the night of the July 15 attempt.

President Recep Tayyip Erdoğan also harshly criticized the report.

On Feb. 28, Hürriyet announced that it was replacing Sedat Ergin its editor-in-chief of two and a half years, with Fikret Bila, a senior journalist who previously served as editor-in-chief for Milliyet, previously owned by Doğan Group. Hürriyet sources have denied any link between the two incidents, according to T24.

Vice news reporters on trial

The trial of two Vice News journalists and their translator who were detained in August 2015 for reporting in Diyarbakır during a curfew in the town began on Feb. 27. Vice News reporters Jake Hanrahan and Philip John Pendlebury, their translator Mohamed Ismael Rasool and driver Abdurrahman Direkçi. The suspects are being accused of “violating laws on prevention of terror financing” and “spreading propaganda for a terrorist organization.”

The court removed the probation terms and international flight ban in place for Direkçi and Rasool in the hearing. The session was adjourned until a later date.

Court upholds prison sentence for journalist

The 4th Criminal Chamber of the Ankara Regional Court on Feb. 24 upheld a lower court’s ruling sentence journalist Ali Barış Kurt to two years four months and three days in prison on charges of “spreading propaganda of a terrorist organization.” The journalist was accused on the basis of his social media posts and journalistic articles.

Capture warrant issued for slain journalist

Evrensel has reported that the authorities had issued a capture warrant for Azadiya Welat journalist Rohat Aktaş, who was killed in during a curfew in the southeastern town of Cizre during security forces’ operation in the area. Peoples’ Democratic Party (HDP) deputy Dilek Öcalan has reportedly submitted a parliamentary inquiry about the capture warrant, demanding a response from Justice Minister Bekir Bozdağ.

Aktaş was killed, allegedly, along with many other civilians, who were hiding in a residential basement
where they had taken refuge from the shelling in February 2016.

Book cover designer detained

A graphics designer who had designed a book investigating President Recep Tayyip Erdoğan’s educational background was detained on Feb. 25, according to news reports.

The designer, whose name wasn’t announced publicly, had recently designed the book “The one without a diploma,” written by Ergün Poyraz.

The book’s publisher, Siyah Beyaz Books, confirmed the detention in a statement, saying the graphics designer was released at 10 pm on the same day. It also said it stood by its writers, employees and published works.

Earlier, some opposition parties and critics had raised questions about Erdoğan’s university diploma, claiming that he had never finished university. According to Turkish law, holding a university degree is a requirement for running for presidential office.

Journalism student released

Helin Yıldırım, a senior student at Akdeniz University’s department of journalism, tweeted on Feb. 25 that she had been released after 11 days under detention.

No official explanation was offered as to the reason of the young woman’s detention.
